Bulleid Tavern Car S7899 ‘The
George and Dragon’ on the Atlantic Coast Express |
Eight pairs of Tavern cars
were released by Eastleigh Works between 21st May 1949 and 17th
June 1949. Initially described as Kitchen /Buttery cars, these took the form of
a diag.2663 Kitchen /Buffet car paired with a diag.2664 Composite Saloon
(dining); their design followed the form of Bulleid’s 4 BUF buffet cars
with windowless dining cars (intended to improve customer turnover) as
introduced on the Mid-Sussex line services.
Introduction to
Service
After being displaying the
first two pairs (White Horse and Jolly Tar) at Waterloo station on Wednesday,
25th May 1949 they initially saw use on the Southern Region with the
‘The
Atlantic Coast Express’ (10.35am Waterloo
– Exeter Central & 12.50pm return) before being operated Eastern
Region services from June 1949 (when newer sets were completed).
Their
Operation and Use is
detailed below.
Passenger
Unpopularity
Unpopular with passengers,
derided by the press including Punch magazine and debated in Parliament, it is
understood Tavern Car pairs were being already returned to the Southern during
autumn 1949 (all had already appeared in the Southern’s London West,
Southern & Western Divisions 26th September 1949 CWNA) although
it appears the agreement for their return between the Railway Executive and
Hotel Executive (responsible for on-train catering) wasn’t formalised
until 27th April 1950. It is certain that all these
‘off-region’ Tavern car workings had ceased long before the Summer
1950 timetables (probably very early in the start of the year).
The rebuilding of the RCO
vehicles (nos.7833 to 7840) with passenger tops lights being replaced with
full-sized passenger side lights and conventional seating arrangements
commenced 8th June 1950 with the last RCO outshopped on 15th
April 1951.
Notes on early
SR use
During autumn 1949 the
‘White Horse’, ‘Jolly Tar’, ‘Three
Plovers’, ‘Salutation’, Green Man’ and ‘George
& Dragon’ pairs were all reported operating at least between Waterloo
and Exeter on West of England services (including the Atlantic Coast Express).
In the fifties some services would see Tavern car pairs scheduled right through
to Bude.
In January 1952 a pair of
former Tavern Cars was allocated to the Bournemouth West portion of the ‘Royal Wessex’ (Wkg. No.2 -
8.20am Bournemouth West – Waterloo & 4.35pm return) services
being replaced by a Mk1 RB in summer 1962.

Diag.2663
(1949-1959)
The diag.2663 Tavern cars
(KB) contained an Inn style bar area, side seating area, kitchen, pantry and a
staff compartment drawing inspiration from the Tudor bar in Pulborough’s
Chequers Hotel. Intended for standing customers, the seating comprised twelve
inward-facing seats (oak settles) with three refectory-type tables at the far
end of the vehicle.
Described as Kitchen &
Buttery cars, interior styling was intended to give the appearance of public
house (Inn) with mock beams and wood panelling. Fake leaded lights were applied
to the passenger top lights in the bar area – these being the only
passenger lights in the public area of the coach (sidelights in the kitchen
corridor excepted) with internal illumination by old-style square metal
lanterns hug from the timber ceiling beams. Large side lights had 15”
sliding vents.
Externally imitation
English bond brickwork (lining) was painted on top of the Crimson Lake (on the
bar area half of the coach) with mock half-timbered beams painted on the Cream
panel above. Both the brickwork and timbering were subsequently removed upon
varnishing the first (nos.7892 & 7893) entering works 21st
December 1950 and the last (no.7897) outshopping 9th December 1951.
Vehicles outshopped from varnishing February 1951-on had an ‘S’
suffix added to their coach numbers; the two cars outshopped before this month
(no.7899 on 4th December 1950 and no.7892 on 30th
January1951) had their ‘S’ suffixes added during the subsequent A2
exam (varnishing).
However, it is currently
understood that Tavern car coach numbers remained on the left-hand end of the
car until repainting in BR(S) Green livery. Evidence contradicting this
understanding is gracefully sought.
The name of each Tavern
car was displayed using vitreous enamel panels on a duck egg blue background
affixed to each side of the vehicle with a smaller sign inside the coach. These
signs were retained until rebuilding to RKB diag.2668 from June 1959. Pub signs
stated ‘At the sign of the White Horse’ and so on.
The outer ends of these
cars (the ‘bricked’ bar area) were equipped with buffers. Coaches
were fitted with propane gas during 1955 - 1956.
Converted Tavern
Cars
‘RKB’
Diag.2668
(1959-1968)
From June 1959 conversion
(modernisation) of the Tavern cars to diag.2668 commenced under HO4126 and
HO4339 at Lancing Carriage Works; this
resulted in a more conventional arrangement of coach (RKB) without the
‘Inn’ signage. Eleven seats (with tables) were now provided.
The ‘Tavern’
cars were no more.
After conversion (also
described as modernisation) these RKB coaches (along with their previously
paired RCO vehicles) were assimilated into the general pool of catering cars
although no.7989 (formerly the Green Man) & no.7840 remained paired
for ‘Royal Wessex’ duties from 15th June 1959 CWNA up
until summer 1961.
Some of these modernised
RKB coaches continued in use into 1967 (with final vehicle withdrawals taking
place early in 1968).
Dates given in Table 1 are
released new Eastleigh Works* thence outshopping from Lancing Works.

Composite
Saloons
‘RCO’
Diag.2664
(1949-1950)
The diag.2664 Composite
Saloons (RCO) seated twenty-four First-class and forty Third-class passengers
in two saloons. Interior appearance mirrored the Tavern cars. The third-class
seating was arranged in the standard 2 + 2 loose chair layout the First-class
diners faced each other with their backs against the sides of the coach. This
was convenient for the stewards but did not afford the diners much privacy. The
First-class saloon only had three sets of passenger top lights on each side
whilst the third-class had four sets on each side.
The Composite Saloons
(displaying ‘RESTURANT’ on their side) were coupled with the
Third-class adjacent to the Tavern car; the outer ends of these cars (the
First-class seating area) were equipped with buffers.
Rebuilt
Composite Saloons
‘RCO’
Diag.2665
(1950-1951)
Following a meeting of the
Rolling Stock Committee on 5th October 1949 authorisation was given
on 31st January 1950 for these ‘windowless’ composite
diners to be rebuilt to diag.2665; the passenger top lights being replaced with
full-sized passenger side lights (15” sliding vents) and conventional
seating arrangements put in place. Rebuilt vehicles being outshopped between 8th
June 1950 and 13th April 1951, with RCO no.7835 (outshopped from 13th
April 1951) having its coach number relocated to the right-hand end of the car.
However, the
‘S’ suffix was not added at Eastleigh Works; this was undertaken
during the next A2-exam (varnishing) at Lancing Works.
Confirmation is sought as to the use of ‘RESTAURANT’
and ‘RESTAURANT CAR’ on the RCO car sides (was this
following the March 1951 on edict on coach numbering?). It is noted the word
‘CAR’ ceased being used on other catering cars during repaints in
the mid-sixties.
During these rebuilds
there were some temporary ‘ad-hoc’ pairings of Tavern Cars and
rebuilt RCOs. Following these rebuilds and release from Eastleigh Works, none
of the rebuilt Composite Saloons returned to their original Tavern cars pairings.
Dates given in Table 2 are
released new /rebuilding Eastleigh Works* thence outshopping from Lancing
Works.

In
February 1950 the first of the diag.2664 Composite Saloons (RCO) entered
Eastleigh works for the fitting of full-sized passenger sidelights resulting
in them being classified as diag.2665. This
fitting of full-sized passenger sidelights required extensive work (both
internal and external) and took several months. In
November 1950 the first of the newly paired Tavern cars (KB) entered Lancing
Works for an A2-exam during which the external ‘brickwork &
timbering’ was removed at Lancing Works. Neither
the Lancing Works or CM&EE record cards provide the dates for when these
altered coaches received the new pairings of diag.2663 Tavern cars and
diag.2665 Composite Saloons. However, none of Eastleigh’s original
‘released new’ pairings remained. During summer 1956 nos.7897 and
7899 swapped their RCOs. Of
the RCOs only no.7835 was outshopped from the rebuilding with right-hand
coach numbers whilst nos.7834 & 7836 are known to have subsequently
received right-hand number positions and ‘RESTAURANT CAR’ on
their side although the dates of this change are currently unknown. Dates
of entering works (in)
and outshopping (out) are provided in the table below. |

Following
the new pairings of diag.2663 Tavern car (KB) & diag.2665 Composite
Saloons (RCO) these entered Lancing Carriage Works for A2-exams (varnishing)
usually on a two-yearly cycle starting in April 1952. This tables provides
the A2-exam outshopping dates from Lancing Works. In
summer 1956 the Southern Region was allowed to start outshopping its coaching
stock in BR(S) Green (no.11) and this was often undertaken during A2-exams
(varnishing) with Maunsell stock being prioritised followed by Bulleid stock
even though much Bulleid stock was introduced new in Crimson Lake & Cream
livery. When
the diag.2663 Tavern Cars went into Lancing Works for conversion to diag.2668
RKB, the Composite Saloons (RCO) vehicles entered E4 exams. Dates
are outshopping from Lancing Carriage Works (*outshopped BR(S) Green). |

Introduction
and to the Eastern Region After being displaying
the first two pairs (White Horse and Jolly Tar) at Waterloo station on
Wednesday, 25th May 1949 they initially saw use on the Southern
Region with the ‘The
Atlantic Coast Express’ (10.35am
Waterloo – Exeter Central & 12.50pm return) before being
operated Eastern Region services from June 1949 (when newer sets were
completed). In an agreement made on
18th May 1949 between the Railway Executive and Hotel Executive
(the latter being responsible for on-train catering from 1st July
1948) six pairs were set to appear on Eastern Region services although only
five can be accounted for (these being White Horse, Jolly Tar, Dolphin, Bull and
Salutation); none were formally allocated. The Eastern Region
services were intended to be the ‘Master Cutler’
(7.40am Sheffield – Marylebone & 6.15pm return)
although it is reported a Gresley pantry third (plus 24 seats in an adjacent
open first) replaced the RCO from 26th August 1949 thence a
Gresley restaurant first replaced ‘Dolphin’ from 28th
November 1949, ‘The White Rose’
(9.15am King’s Cross – Leeds & 5.15pm return)
the ‘Bull’, ‘The Norfolkman’ (10am Liverpool Street – Cromer &
4pm return), ‘The South Yorkshireman’
(10am Bradford – Marylebone & 4.50pm return) was proposed
(but without evidence of a Tavern Car pair actually being used) and two pairs
the Cross Country Boat Train (8am
Harwich to Liverpool (Central) and 1.20pm return). Details of the sets used
on these ‘off-region’ workings are scarce although it was
reported that the ‘Dolphin’ pair was used on the ‘The Master
Culter’ 23rd July 1949 and the
‘Bull’ pair was seen on the ‘The White Rose’. In August 1949 Railway
Observer reported that the ‘Salutation’ pair was used on the
7.50am Leeds – King’s Cross (and 3.50pm return) and the.
‘White Horse’ and Jolly Tar’ pairs were reported used in
the Cross
Country Boat Train (8am Harwich to Liverpool
(Central) and 1.20pm return) in September 1949. Railway Observer reports
are set out in the table below: |

Tavern Cars in the ‘Royal
Wessex’
‘The Royal Wessex’ service was
introduced by British Railways as one of its ‘flagship’ services
conveying people to the Festival of Britain. Whilst the train was to be formed
using newly-constructed Mk1 coaches the service followed Southern practice with
multiple-portions; these started from Weymouth, Swanage and Bournemouth West.
With
the definitive article in its title, the inaugural run of the ‘Royal
Wessex’ took place on Thursday, 3rd May 1951; this being the
day before the Festival of Britain opened to the public. The train ran Mondays
to Saturdays, the stock being spare at Bournemouth West on Sundays.
Upon introduction, the train’s Bournemouth
West section included a triplet dining set formed of RFO (S9), RK (S80009) and
RTO (S1006) in the Bournemouth West portion. However, with a lack of demand for
full-dining service this triplet set was replaced by ‘At the sign of
the Green Man’ Bulleid Tavern car pair (after January 1952).
The ‘Green Man’
January 1952
In January 1952 the triplet dining set (S1006 +
S80009 + S9) used in the ‘Royal Wessex’ Bournemouth West portion
was replaced with Bulleid Tavern Car set ‘At the sign of the Green Man’
(S7898S) paired with S7840S.
During the winter of 1952-53 the Mk1 coaches were
taken out of service for overhaul, repainting /revarnishing with the
Bournemouth West portion of the two BTK’s of set 886 plus one SR post-war
FK and the TO, Restaurant and Tavern Cars (The Green Man).
The ‘Bull’
September 1955
Outside the ‘works visit’ working. the
January 1952 formation lasted until September 1955 when the Tavern Set was
replaced by ‘At the sign of the Bull’ (S7895S) paired with
S7839S. By this time a Merchant Navy class locomotive was regularly rostered
for this heavy train.
The
‘Salutation’
17th
September 1956
On Sunday, 3rd
June 1956 British Railways abolished Second-class travel and immediately
renamed Third-class to Second-class. Any remaining Third-class ‘3’
on pre-nationalisation coach doors were removed; usually at the next varnish
(A2 exam). Consequentially a Third Open (TO) was now classified Second Open
(SO).
By 17th September 1956 Tavern car pairing
‘At the sign of the Bull’ (S7895S paired with S7839S) had
been replaced with ‘At the sign of the Salutation’ (S7896S)
paired with S7835S. Additionally, SO S3914 (which had been loose following a
period in set 880) was included in the formation around this time.
The ‘Green Man’
16th September 1957
This situation prevailed until around early summer
1957 when all the stock (including the Tavern Set) had been repainted green and
‘At the sign of the Green Man’ (S7898S) paired with S7840S
returned to the train:
The ‘White Horse’
9th June 1958
The Appendices for 9th June 1958 & 15th
September 1958 show that the tavern set had once again changed; the ‘At
the sign of the White Horse’ (S7892S) paired with S7838S being the
booked vehicles used during this period.
The ‘Green Man’
15th June 1959
In 1959 the separate appendices for the South
Western were discontinued and a regional appendix was issued. Although the
‘The Royal Wessex’ formation was given in full, including the
‘Tavern Set’ the Restaurant and Buffet Car workings were no longer
included, these were contained in a separate supplement. The ‘At the
sign of the Green Man’ (S7898S) paired with S7840S returned to the
train.
For 2nd November 1959 the formation
remained unaltered. However, from Summer 1960 the allocated dining pair was not
shown in the appendices, although the same dining pair were noted (by the
SC&WS) running in the train in the summer. During the winter timetable,
commencing 12th September 1960, again S7898S (now formerly ‘At
the sign of the Green Man’) paired with S7840S were shown as the
‘booked pair’ within the restaurant and buffet car supplement.
(Formerly) the ‘White
Horse’
Summer 1961
The formation remained the same in 1961 although the
catering pair were noted as S7892S (formerly ‘At the sign of the White
Horse’) and S7833S on July 3rd 1961.
Summer 1962
In March 1962 Mk1 RB 1764 was noted on the service.
Summer 1962 saw the pairing of RFO S7678 with RB S1764; these replaced the
(former) ‘Tavern Car’ pairing of S7892S and S7833S.
